Board of Trustees
Monday, March 9, 2026, at 6:00 P.M.
Call to Order: Kathy
Present: Sabrina, Shawnna, Kathy, Amy Parker, Amy Pattee, Denise, Becky, Gary

Public Comments: None
Secretary’s Report: Motion to approve minutes by Amy Pattee, 2nd by Amy Parker
Financial Report:
CFWI- $310,542.98, $129, 395.71
SCSB CD- ?
LPL-$67,807.05
Memorial Fund-$39, 150.45
The city cashed a CD from the LPL account on 1/15/2026 $29,000-We would like clarification on what account this money is in.
Shawnna explained the CFWI statements but will fully clarify the gains, losses and yearly fees. We will have information at upcoming meetings. We would like more information on IPAIT.
We need to set up a meeting with Teresa to clarify our financial statements. Shawnna will assist in getting a meeting set up to review financials.
Librarian’s Report:
1. Marne Elk Horn Internet Safety Program-15 participants
2. Adult Craft Class-12 participants will be making roses from book pages next
3. Center for Rural Affairs Program-9 participants-Gardening for Farmer’s Markets
4. Read Across America Week-Partnered with Walnut Library-3 programs
5. National Library Week- April 19-25, Many activities planned
6. Locable Spotlight- Interview with Sabrina
7. Staff Nametags-made by Pam

Old Business:
1. Strategic Plan comments-updated 2/2026
2. Trustee Training link will be sent to board
3. 2021 Trustee Handbook
4. Library Landscaping-Gabe Pauley did not supply a bid. Watched video from Martens Lawn Care & discussed bid options. Motion from Amy to use bid with 1” river rock, 2nd by Denise, funds with come from Memorial Fund.
Kathy also asked Shawnna to discuss our lawn needs with City Maintenance crew in regards to getting it shaped up, Shawnna agreed.
New Business:
1. Sign bills & hours- Amy Parker & Denise signed. Gary motion to approve, 2nd Amy Parker
2. Gifts & Memorials - $941.69 From Norma Jean Werner Trust
3. Memorial Fund Action Plan-Sabrina & Theresa went through the ledgers and a few mistakes were noted on both sides. From now on a detailed expenditure report from Theresa will be supplied each month and our spread sheet will now note expenditures.
4. Library Staff Hours- Sabrina would like to discontinue the position of Public Services currently held by Paige so those funds could be used to increase Jeremy and/or Pam’s hours which would help with our demand for increased library programming.
Motion to eliminate Public Services Position by Becky, 2nd by Amy Pattee.
5. City Council Updates – Shawnna Silvius, City Administrator
Finishing up the budget.
Increased education to the public on tax levy, property taxes and general fund/city budget will occur through the newspaper, Social media, Facebook and website. Concerns raised about our elderly population getting such information due to lack of use of these sites.
Street projects will be starting soon.
Capitol improvement plans are planned out for 20 years.
Will be applying for grants for city wide plantings.
